Section 1 will examine current debates around poverty, vulnerability and livelihood issues related to access to natural resources. Section 2 will describe the main features of the sustainable livelihoods approaches and relate them to current thinking about access to natural resources. Section 3 will describe and categorise the different types of problems and opportunities that the rural poor face with respect to access to natural resources.

This study provides an introduction to the right to food and human rights principles in international law, explores the relationship between international fisheries instruments and the right to food and seeks to identify components that are considered important for the implementation of the right to food in fisheries legislation.

La reunión contó con la presencia de más de veinte pueblos indígenas de las siete regiones socioculturales identificados por el Foro de las Naciones Unidas Permanente para las Cuestiones Indígenas (UNPFII), incluidos los miembros de los líderes del Foro Permanente, políticos, técnicos, productores de alimentos inidgenous y los tenedores del conocimiento tradicional .

Después de cuatro años desde que el Comité de Seguridad Alimentaria Mundial aprobara las Directrices voluntarias como consenso mundial para mejorar la tenencia, sus principios y procesos están inspirando a personas de todo el mundo a ponerse en acción. Suscitando gran aceptación por parte de los gobiernos, la sociedad civil y el sector privado, representan un marco insesgado en el que actualmente se mantienen nuevos diálogos sobre tenencia, se desarrollan nuovas competencias y se influencian nuevas políticas de modo participativo.

This paper was prepared within the “Cooperatives and their alternatives” component of the Agrarian Structures Initiative (ASI) which a regional program of FAO in Europe and Central Asia. The purpose of this paper is to introduce Central Asian policy makers to the Western paradigm of service cooperative and to explore the constraints – both physical and ideological – to faster development and acceptance of cooperatives. We also discuss the need for a complete reorientation of the government’s approach to cooperative development.

Quatre ans après l’approbation des Directives volontaires par le Comité sur la sécurité alimentaire mondiale en tant que consensus global pour l’amélioration des régimes fonciers, ses principes et processus continuent à être des sources d’inspirations pour agir. Gouvernements, société civile et secteur privé se sont largement appropriés les Directives volontaires. Elles constituent également un cadre impartial ouvrant à de nouvelles discussions sur les régimes fonciers, au développement de nouvelles compétences et à l’élaboration participative de nouvelles politiques foncières.

In this last issue of the newsletter for 2011, we introduce a new study on corruption in the land sector. The study was carried out by FAO and the Berlinbased Transparency International and it illustrates that the land sector is one of the main public sector areas where corruption exists. In climate change news, the world’s attention is focused on Durban, South Africa where the parties to the United Nations Framework Convention on Climate Change – including FAO - are meeting this month.

The countries in Central and Eastern Europe began a remarkable transition from a centrally-planned economy towards a market economy in 1989 when the Berlin Wall fell and the Iron Curtain lifted. Land reforms with the objective to privatize state-owned agricultural land, managed by large-scale collective and state farms, were high on the political agenda in most countries of the region at the beginning of the transition. More than 20 years later the stage of implementation of land reform varies.

وقد تم إعداد هذا الدليل على الجنس والحصول على الأراضي لدعم مديري الأراضي في الحكومات ونظرائهم في المجتمع المدني الذين يشاركون في الحصول على الأراضي وإدارة الأراضي  أسئلة في التنمية الريفية. وهذه هي حالة أن يتم ترك قضايا المساواة بين الجنسين خارج أو سوء فهم في مثل هذه الحالات، وغالبا مع نتائج سلبية في كثير من الأحيان. تم تصميم هذا الدليل لإظهار أين ولماذا إدراج النوع الاجتماعي مهم في المشاريع والبرامج التي تهدف إلى تحسين حيازة الأراضي وترتيبات إدارة الأراضي. ويوفر المادي لرفع مستوى الوعي لبعض القضايا الأكثر أهمية بين الجنسين التي تهدد الحصول على الأراضي والاستفادة من نتائجه.
