Por el presente Decreto se aprueba el Reglamento sobre el funcionamiento de organizaciones no gubernamentales que trabajan con campesinos, pueblos indígenas, originarios y colonizadores, que se adjunta como anexo. El Ministerio de Asuntos Campesinos, Pueblos Indígenas y Qriginarios tendrá la responsabilidad del seguimiento y coordinación con las organizaciones no gubernamentales (ONGs) que trabajan con campesinos, pueblos indígenas, originarios y colonizadores, así como con las organizaciones representativas de la población beneficiaria.

This Decree-Law, composed of 18 articles, regulates the guidelines for the implementation of the Rural Development Plan (RURIS) until 2006. RURIS, through its four components, namely agro-environmental measures, compensation measures, agricultural land reforestation, anticipated reform, aims at promoting a competitive agriculture well-suited with a sustainable rural development. This Decree-Law is part of a simplification process of the coordination and management of all interventions in order to accelerate their implementation on the behalf of both the Administration and farmers.

El presente Decreto tiene por objeto la reglamentación de los artículos 6º y 13 de la Ley Nº 2.235 de 31 de julio de 2001, los cuales disponen que los Gobiernos Municipales, en acuerdo con las organizaciones campesinas e indígenas, coordinen la priorización e identificación de áreas para el saneamiento y titulación de la propiedad agraria. El Decreto consta de dos capítulos. El capítulo I se refiere a la priorización del saneamiento y catastro de la propiedad. El capítulo II reglamenta la ejecución del proceso de saneamiento y catastro de la propiedad agraria.
