This Decree, composed of 4 articles, declares of social interest, for the purposes of the Agriculture Reform, the following rural properties in the State of Bahia: Fazenda Munduri Glebas C e D, Fazenda Munduri Glebas A e B, Fazenda Brasil, Fazenda Conjunto Liberdade e Fazenda Bonfim and Fazenda Santana. The Decree establishes the competence of the National Institute for the Agriculture Reform (INCRA) to promote and supervise the expropriation of the aforementioned rural lands.

These Regulations amend the Countryside Stewardship Regulations 2000 which make provision for payments to be made to any person who enters an agreement with the Secretary of State requiring him to carry out an activity which is conducive to a specified purpose on land in which he has an interest. The Regulations amend the maximum rates in respect of certain payments listed in Parts I, II and III of the Schedule to the principal Regulations. Payments in respect of the preparation of whole-farm environmental audits are introduced.

The following amendments must be introduced into the Federal Law No. 102-FZ on mortgage: 1) Paragraph 3 of the sub-issue1 of the issue 4 of the Article 13 must be repealed.

La politique de développement agro-sylvo-pastoral est marquée par le retrait progressif de l’Etat et est conforme aux principes de recentrage de ses missions sur des fonctions régaliennes, de poursuite de la politique de décentralisation, d’amélioration du cadre et des conditions de vie en milieu rural, ainsi que de création d’un environnement propice aux investissements privés en milieu rural. La réduction de la pauvreté est la principale priorité de la politique de l’Etat, en particulier dans les zones rurales.

Articles 6, 9, 14, 30 have either been amended or new paragraphs have been added. The present Law also amends new articles of the Village Law of 1924, the Law on Natural Disasters 1959, and the Tourism Incentives Act of 1982. The formation of the technical teams is re-defined. The in-forest pastures and grazelands are re-defined by a committee set up by the Ministry of Environment and Forestry and cannot be used for any other purposes unless their allocation purposes are modified.

This Order modifies the approving the Implementing Regulation on the Measures for Agro-environment of Rural Development Plan (RURIS). In particular, it amends article 4 of the Order and articles 3, 9, 10, 12-18, 20- 22, 24, 28, 29, 31, 32, 34, 35-38, 42, 51, 59, 61-63, 65, 68, 71, 77, 79, 83, 85,87-92, 94 and Annexes IV, VII, VIII, IX of the Regulation.

Amends: Order No. 1212/2003 approving the Implementing Regulation on the Measures for Agro-environment of Rural Development Plan (RURIS). (2003-10-16)

This Order, composed of 3 articles and one Annex, approves the Regulation for the environmental measures to be applied within the Rural Development Plan - RURIS. The Regulation, contained in the Annex, consists of 8 chapters and 10 Annexes. It establishes the financial assistance regime with the aim of promoting agricultural land exploitation according to the protection and improvement of the environmental sector. The Regulation also aims at preserving nature from pollution and promoting the use of environmental planning for agricultural exploitations.

The Decree establishes the competence of the National Institute for the Agriculture Reform (INCRA) to promote and supervise the expropriation of the aforementioned rural lands.
