This document provides background information for project PNG/85/001. A synthesis of knowledge of various aspects of the Sepik and Ramu River catchments is provided. The information is presented in relation to project objectives and activities. Most sections have been summarised from existing books and other information (quoted where relevant) but have been placed within the context of the Sepik and Ramu rivers and project PNG/85/001. The subjects covered here are relevant to fisheries related matters and this is explained later in the Discussion section.

Walton, Directeur gnral adjoint de la FAO, a tabli un parallle entre la situation de la foresterie aujourd'hui et celle de l'agriculture pendant les annes 70. C'est seulement lorsque les responsables extrieurs au secteur agricole se sont rendu compte du cot social et conomique de l'abandon de ce secteur que les choses ont commenc changer.

In response to government concerns, FAO has begun to develop more information on the nature of small forest enterprises, their contributions to rural incomes, the constraints that hold the small entrepreneur back, and the opportunities that strengthening this sector hold for improved rural incomes. An initial step was the commissioning of a number of case-studies.

They process a large part of the raw materials from the forest and supply some of the main markets for forest products, in particular in the rural areas of developing countries.

Japanese coastal fishermen have legally-guaranteed equitable access to and “ownership” of the living aquatic resources of coastal waters, through an elaborate fisheries rights system. In Japan no conceptual distinction exists between land holdings and land tenure and sea holdings, or sea tenure, and fisheries enjoy a legal status equal to that of land ownership. Sea tenure in Japanese coastal fisheries is a complex subject that is little known in the West.
