Tarpum Bay Commoners Rules (Cap. 152).

These Rules, made under section 11 of the Commonage Act, concern commoners in the Tarpum Bay district. The Rules: allow a commoner to take up abandoned land of another commoner for cultivation; set limits for the proximity of cultivation on land bordering land of another commoner; provide rules for the setting fire to fields and provide for arbitration in case of damage; place restrictions on the sale of land by commoners; require a commoner not to fell more land than he or she is able to cultivate within a year; and secure free access to water resources by commoners.

This Ministerial Decree establishes that water fund land shall be considered public land occupied by waterbodies (rivers, lakes, water reservoirs, channels, waterworks) and also land along shoreline of waterbodies and water conservation zones. Water fund land shall be used for rational use, conservation and improvement of water resources. Water fund land shall be allotted for open-ended or temporary (for the period from 5 to 10 years) tenancy by decision of local administration or government.

Notification on the procedures of forest settlement in Bhutan.

The newly instituted Survey and Demarcation Division shall conduct the survey and definiton of boundaries of the so called reserved Forests of Bhutan and shall widely spread information about the forest areas included under this provision, in order to ascertain eventual claims of rights on forests and their products, land and water courses or grazing and pasture rights. The involved land shall be excluded from the reserved forest areas or expropriated or acquired.

These Rules, for purposes of preventing erosion of the soil, place restrictions on the cultivation of land, the cutting of vegetation and the grazing of livestock on slopes exceeding a specified degree and near to watercourses. Exemptions may be granted by the Director of Agriculture, a provincial agricultural officer, a district agricultural committee or any authorized officer. Persons shall follow orders of authorized officers regarding the flow of water and no person shall obstruct the flow of run-off water.

Regulations of the Shenzhen Special Economic Zone on land management.

These Regulations are formulated in order to improve the management of land in the Shenzhen Special Economic Zone, to exploit its resources and to implement rational utilisation of the land. The Special Zone shall practice a system of "compensatory usage" and "compensatory assignment" of State owned land. A land user unit or individual shall be responsible for the protection, management and rational use of land allocated for its usage (art. 2).
