The increasing demand for rural land and its natural resources is creating competition and conflicts. Many interested parties, including farmers, nature conservationists, rural residents and tourists, compete for the same space. Especially in densely populated areas, agriculture, recreation, urban and suburban growth and infrastructure development exert a constant pressure on rural areas.

RESOLUÇÃO RECOMENDADA 87, DE 8 DE DEZEMBRO DE 2009 - Conselho das Cidades (Nacional) Recomenda ao Ministério das Cidades instituir a Política Nacional de Prevenção e Mediação de Conflitos Fundiários Urbanos.

Documento de trabajo sobre tenencia de la tierra 11. Esta publicación compartida por la FAO y Naciones Unidas-Hábitat trata de comprender y definir mejor los procesos, los mecanismos y las instituciones de la gobernanza de la tenencia en áreas rurales y urbanas. En el documento se reconoce que se han realizado excelentes políticas de la tierra, leyes y reformas técnicas. Sin embargo, su implementación en muchos casos ha sido errónea, ha sufrido retrasos o, incluso, se ha invertido.

L’unité de gestion des terres et des régimes fonciers de la FAO travaille avec des partenaires pour développer des directives volontaires sur la gouvernance responsable de la tenure des terres et des autres ressources naturelles qui peuvent être adoptées au niveau international et mises en œuvre par les Etats. Le document de discussion a été préparé afin de recueillir des avis et des commentaires sur le contenu et sur l’étendue des directives volontaires.

Land Tenure Working Paper 11. This co-publication of FAO and UN-HABITAT seeks to better understand and define the processes, mechanisms and institutions of governance of tenure in rural and urban areas. The paper recognises that excellent land policies, laws and technical reforms have been developed. However, in many cases their implementation has slipped, stalled or even been reversed. By adopting a governance and political economy perspective, the paper offers insights for the design of reforms and for the development of land governance tools.

Os sistemas de apoio à família alargada que costumavam funcionar como redes de segurança social para as viúvas e crianças órfãs enfraqueceram como consequência de mudanças na sociedade, tais como desenvolvimento económico, a migração e a urbanização. Women and childrens' insecure rights to property and inheritance in many countries in sub-Saharan Africa is not a new issue. The extended family support systems that used to function as social safety nets for widows and orphaned children have weakened as a consequence of societal changes such as economic development, migration and urbanization. This situation has clearly been exacerbated by the AIDS epidemic. Though prevalence is starting to level off, or even decline, in several high prevalence countries, this comes after years of increasing prevalence.

El presente documento de debate ha sido elaborado por la Unidad de Gestión y Tenencia de la Tierra de la FAO con el fin de obtener opiniones y comentarios acerca de las Directrices Voluntarias para la gobernanza responsable de la tenencia de la tierra y los recursos naturales. Una gobernanza frágil en la tenencia resulta en la pérdida de vida y de medios de subsistencia y disuade las inversiones, el crecimiento económico y el uso sostenible de los recursos naturales.
