The meeting began with the adoption of the draft report on the budget vote 39, where a number of small issues were raised, including typos and minor amendments. The main thrust of the changes was that the Land Claims Court should be given greater priority, and a policy needed to be put in place to help with alleviating the bottlenecks in these courts. The adoption of the report became heated when the DA abstained from approving it, even though they had been a part of the process from the beginning.

Why do activist groups representing some of society’s most marginalized employ legalistic forms of ‘rights talk’ when the reality of securing rights via the judicial system is almost unimaginable? The article considers this question in relation to the work of the Malaysian non-governmental organisation (NGO) EMPOWER who, in 2011, produced the Malaysian Women’s Human Rights Report focusing attention on the rights of informal sector workers, refugees, sexual minorities and women’s rights under non-Islamic family law.

This paper describes the result of investigations and research studies conducted targeting the old site of Hoa Duc and Bau Mon Hamlets, Hoa An Village, Phung Hiep District in Hau Giang Province, Vietnam (Can Tho until 2002), which has been the site of an investigation by the authors since 1993. The authors conducted an entire household survey targeting more than three hundred households in the same area, four times in 1993, 1997, 2002, and 2011, in cooperation with Can Tho University.
