This Ministerial Decree establishes that State Agency for Registration of Immovable Property shall be state management body carrying out registration of rights to immovable property, common policy in the sphere of land relations, and also land survey and cartographic activity. The sphere of competence of the Agency shall include: (a) regulation of land relations, land cadastre, land survey, geodesy and cartography; (b) keeping unified register of immovable property; (c) land monitoring; (d) participation in land reform; and (e) issuance of land registration certificates.

El presente Decreto aprueba el Reglamento de la Ley que declara de orden público y de interés social las actividades de regularización y titulación masiva de tierra que ejecuta el Estado a través de acuerdos del Comité Técnico Operativo del Programa Nacional de Administración de Tierras (PRONAT).

Le présent décret fixe les modalités d’application de la loi n°2006-031 du 24 novembre 2006 sur la propriété foncière privée non titrée, notamment les modalités de mise en œuvre de la création du certificat foncier, la reconnaissance locale, les conditions de recevabilité et de résolution des oppositions éventuelles. Il détermine aussi les modalités réglant la gestion de ce certificat foncier, ainsi que la procédure à suivre pour sa transformation en titre foncier.

This Decree amends the Cadastre Decree and some other Decrees in relation to the entry into force of the Act No. 410 of 2003 to amend Cadastre Act and the Cadastre Organisation Act (adjustment of purposes and duties of Cadastre Service and other public registries), the revised Cadastre Act of 2005 and other legislation relative to ships and aircrafts. The amendments concern the new organization of the Cadastre.

La presente Resolución aprueba las normas reglamentarias para el avalúo de los valores catastrales de los inmuebles ante la Dirección de catastro y bienes patrimoniales del Ministerio de Economia y Finanzas.

El presente Acuerdo modifica el reglamento para otorgar el bono de titulación destinado a financiar la formalización y perfeccionamiento de las escrituras de traspaso de dominio del inmueble, respecto a los ejecutores del bono.

Enmienda: Acuerdo Nº 13 - Reglamento para otorgar el bono de titulación de predios para beneficiarios del bono de vivienda. (2007-04-04)

El presente Decreto modifica el que crea el bono de titulación emitido por el Estado, destinado a legalizar los predios de los beneficiarios del bono de vivienda, respecto a la redefinición del ámbito de aplicación del bono de titulación.

El presente Acuerdo expide el reglamento para otorgar el bono de titulación, destinado a financiar la formalización y perfeccionamiento de las escrituras de traspaso de dominio del inmueble a favor del beneficiario del bono de titulación.

This Regulation establishes the Board for Lending Undivided Agricultural Lands and lays down its composition and rules of procedure. The Board’s activities are subjected to the Civil Code and to Law No. 8312 of 1998 on non-divided lands. Its tasks include the duty to continuously inform about the availability of the undivided agricultural lands; to guarantee the observation of competition rules in the land auctions; and to award the auction contracts.

These Regulations implement the Strata Titles Act in respect of: preparation and registration of strata plans; strata plan, lot plan, location plan and re-subdivisions plan requirements; amendments to a strata plan; registration of plans intended to create an easement or restrictive agreement; matters affecting a body corporate; and valuation and fees. Only a surveyor registered under the Land Surveyors Act may prepare a strata plan.

There shall be maintained in Port Vila a Land Records Office in which shall be kept a register to be known as the Land Leases Register. These Regulations provide for matters of the land Records Office such as Hours of public business of the Office, amendments, corrections, erasures, etc. of register, lodgement for registration, fees, evidence of incorporation, execution of instruments by corporations, attestation of instrument, persons interested in instruments may not attest, deposit of deeds in archives.
