This Regional Law validates the list of grounds for refusal of validation of land use planning schemes: (a) use of different systems of coordinate than the regional ones used for state cadastre of immovable property; (b) imprecise and inaccurate coordinates related to the location of land plots; (c) used of wrong mapping methods; (d) absence in the state information systems of data and information permitting to verify submitted coordinates; and (e) absence in the state cadastre of data and information on coordinates of land plot.

These Rules of the Head of State, made under section 92(1) of the Land Titles Registration Act 2008, provide for the registration of title or other interests in land and specifically for the service of a Notice by the Registrar under section 5(1)(h) of the Act and attestation of execution of any instrument requiring attestation, which is executed in Samoa. Nothing in these regulations affects ownership of customary land held within the meaning of Article 101(2) of the Constitution or alienates customary land within the meaning of Article 102 of the Constitution.

These Rules amend the Rules of the Superior Courts in relation with the resolution of disputes mentioned in the Land and Conveyancing Law Reform Act 2009 and registration of lis pendens and other (relief) proceedings for purposes of the Act. A Land Survey Board is established under section 3. The Board shall be chaired by a Director of Surveys, the duties and functions of which are set out in section 11.Responsibilities of the Board are set out in section 5. The Director of Surveys shall be the custodian of the Survey Register in which surveys shall be entered (sect. 14). Other provisions of this Act concern qualification and registration of land surveyors and the practising of their profession.
