The changes made relate to exempted development, the requirements and procedures in respect of planning applications, Part X of the 1994 Regulations and prescribed forms. Works consisting of or incidental to the carrying out of development referred to in section 84 (4) (a) of the Environmental Protection Agency Act, 1992 (No. 7 of 1992) for the purpose of giving effect to a condition attached to a licence or revised licence granted by the Environmental Protection Agency under Part IV of the said Act shall be exempted development.

Order relative to planning development permission for the quarry site described in the Second Schedule. Planning permission is granted for any use of, or operation at, the Quarry site for the following purposes: (a) the storage of off-site rip rock or rubble, or the storage of aggregate; (b) the installation and use of crushing machinery, at any location within the area of the Quarry site shown hatched black on the plan, for the processing of rip rock, soil or spoil into aggregate of such gradations as may from time to time be required.

This Resolution is composed of 4 articles. The Land No. 5, located in the zone of Alfarrara-Gaza Strip, indicated in the attached Map shall be expropriated by the PNA with the objective to construct buildings in favour of the Ministry of Housing (art. 1). Any individual who has a right or benefit on the abovementioned land shall present a request to the Ministry of Housing within a month indicating his ownership and his rights on this land to obtain compensation (art. 2). All owners of the aforementioned land should abstain from the right of disposal over it (art. 3).

Construction or establishing agricultural or industrial projects on the aforementioned lands is prohibited (art. 2). Who has a right or benefit on the abovementioned lands shall present a request to the Ministry of Justice indicating his ownership and his rights on this land to obtain the compensation (art. 3).

The present Regulation implements the Saxon Water Law of 21 July 1998. In particular, the Regulation lays down provisions relating to requirements of development plans in view of water management projects.

These Regulations amend, in relation to England and Wales, the Town and Country Planning General Regulations 1992, by excluding from the ambit of regulation 9 those planning authorities which are the sole local authority for their area, so that they may grant themselves permission which enures for the benefit of the land. Regulation 9 (effect of planning permission) of the principal Regulations provides an exception to the rule that planning permission enures for the benefit of the land.

These Regulations amend, in relation to England and Wales, regulations 14 of the Town and Country Planning General Regulations 1992 in relation to expenses for the recovery of land, which is in a condition adversely affecting the amenity of a neighbourhood. Under section 215 of the Town and Country Planning Act 1990, a local planning authority may in certain circumstances serve a notice on the owner and occupier of such land, requiring steps to be taken within a specified period to remedy its condition.
