Land uses shall, for purposes of Draft Development Plans and development control, be classified and divided into land uses, classes, and land use zones as specified in Schedule I (reg. 3). The Decree aims at ensuring the uniform, effective and proper use of State property.

This Decree shall be compulsory for all natural and legal persons carrying out geodetic activity, topographic activity, survey, mapping and keeping of land cadastre. National Geodetic Supervision Service shall be the authorized institution for issuance, renewal, validation, restriction and revocation of authorization to natural and legal persons in accordance with the form contained in the Annex 2. Authorization shall not be required for the correction of agricultural land areas maps, land use planning and forest organization maps and charts.

This Regulation, which is composed of 23 articles, lays down procedures and criteria for the lease of agricultural land and farms owned by the Republic of Slovenia and managed by the Farmland and Forest Fund of the Republic of Slovenia by natural and legal persons, and the content and duration of the lease. The Regulation provides for the Location Licence issued to Companies assessing their right of using land as part of their activities. Exemption are provided for Companies whose land is part of the shareholders’ assets, or it is located in an industrial zone, or is part of an expansion of the Company business operations or in case the extension of land intended for agribusiness doesn’t exceed 25 Ha or less than 10.000 m2 in case of non agribusiness. Location licence covers one year for a 25 Ha area, two years for a 25-50 Ha area and three years for a 50 Ha area.

The purpose of these Regulations is to transfer the function of certifying environmental impact assessment of local authority own development from the Minister for the Environment and Local Government to An Bord Pleanála on 1 January 2001. The transfer of the certification function coincides with the transfer of the Minister's function in relation to the approval of compulsory purchases of land by local authorities in accordance with sections 214 and 215 of the Planning and Development Act, 2000.
