These Regulations, consisting of 11 sections completed by one Schedule, prescribe forms for purposes of Real Property Act. Furthermore provision is made for the sale of real property pursuant to a statutory charge and the attestation of execution of instruments by individuals. The Schedule contains a table of forms including forms relative to variation of priority, grant of easement, transfer of land, grant of right of way, lease, sub-lease, caveat compulsory acquisition, application to amend survey, sale pursuant statutory charge.

Regulation on forestation.

The present Regulation provides guidelines to the Ministry of Environment and Forestry on planning afforestation activities: (i) Preparation of afforestation projects; (ii) Selection of areas for afforestation; (iii) Organizing forest - social community relations; and (iv) Preparation of annual programs and location distribution tables. One year prior to afforestation, all trees and shrubs that are classified as non-economic will be cleared from the area.

The Government decrees that the Regulation must be applied on the territory of the Russian Federation by all institutions entitled to carry out registration of immovable property and its transactions from the date of enactment of the Federal Law on state registration of immovable property and its transactions. The Regulation establishes forms of Common state register of immovable property and its transactions and common for the Russian Federation modality of filling it in. The Regulation consists of 8 Sections. Section 1 establishes the structure of Common state register.

This Governmental Decree regards auction sale of the rights to use land plots of the Land Reallocation Fund at the Ministry of Agriculture and Water Resources of the Kyrgyz Republic consisting of irrigated and dry arable land, lands with perennial plantations, hay lands and lands requiring reclamation shall be conducted with a view to promote market and land relations and increase the efficiency of land use.

El presente Reglamento del Sistema de control estatal sobre la tierra, dispone que la responsabilidad de dirigirlo corresponde a los delegados territoriales y a los delegados municipales del Ministerio de Agricultura. El Reglamento crea las Comisiones de Asuntos Agrarios a nivel nacional, provincial y municipal, como órganos que evalúan las temáticas relacionadas con la legislación agraria y coordinan las acciones a ejecutar.

La presente Resolución dispone que los tenedores legales de tierra con áreas superiores a los 800 metros cuadrados que no cuenten con el certificado catastral emitido por la Oficina Municipal del Catastro, están obligados a presentarlo en la oficinas municipales del Registro de la Tenencia de la Tierra.

The Government decrees to validate the Regulation and the Model Contract of transactions with the plots of land belonging to State property or the right to permanent land tenure. The Regulation consists of III Sections. Section I lays down the general provisions. Section II establishes the modalities of sale of the right to permanent land tenure or of the plots of land belonging to State property. Section III establishes the modalities of sale of the right to permanent land tenure or of the plot of land belonging to State property through land auctions.

The Government decrees to validate the Regulation. Valuation of the plots of land (right of use) is determined in the process of purchase by physical and private juridical persons from state of the plots of land (right of use) in excess respectively to the quotas of free-of-charge land distribution set by Government. Valuation of the plots of land can be carried out also in some other cases envisaged by the legislation currently in force or if the value of the plots of land (right of use) cannot be determined by the agreement of the parties concerned.
