This Act establishes the National Land Fund with the purpose of: a reasonable management of state-owned arable lands, promoting ecological agricultural production and economic efficiency, and creating a modern landed property structure based on family farms. Property rights in regard of the Fund are exercised by the Minister of Agriculture and Rural Development. He has to report annually to the Parliament on the situation of the Fund and of the managing organization.

Article 13 shall be amended to add the following wording: “Citizen registered for the purpose of allotment of land plot prior to entry into force of this Regional Law, shall have the right of allotment of a plot of land in ownership free of charge in accordance with the modalities set forth by this Regional Law with the conservation of the order of precedence as established by the registration”.

This Regional Law establishes cases of allotment of public and municipal land parcels free of charge to natural persons for individual housing construction and smallholding to the following categories of citizens: (a) citizens with three or more children under 18 years of age; (b) young families, and single parents of maximum 35 years of age; (c) persons in need of improvement of housing conditions. Allotment of land parcels free of charge to the aforesaid categories shall be performed once-only.

These Regulations establish the basis for assessing the market value of any land or the compensation for any injurious affection caused by the acquisition of land. Market Value should be assessed as follows: in case part of a land is acquired and when its value as a separate entity deems to realize a value proportionately lower than the Market Value of the main land the compensation should be proportionate to the value of the main land.
