The Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) - currently ratified by 187 countries - is the only human rights treaty that deals specifically with rural women (Art. 14). Adopted in 1979 by the United Nations Generally Assembly, entered into force in 1981. The Convention defines discrimination against women as follows:
This Act makes provision for the payment of compensation for withholding of property by persons acting in collusion with tenants and for the recovery of non-paid rent. The Act also makes provision for the renewal of leases without the surrender of land.

It also states that the General Direction for Territorial and Urban Land Use Planning (DGOTDU) will be responsible for promoting the design of the EROT, through a competition for selecting an enterprise or cabinet with technical capacities.
This Decree-Law regulates compensation for expropriation procedures under the Agricultural Reform, in compliance with article 1, paragraph 5 of Act No. 15/II/82 of 26 March 1982. This Decree establishes that the Government and the owner(s) of expropriated land are the parties interested in compensation procedures.
