The Decree aims at ensuring the uniform, effective and proper use of State property. It is divided into five Chapters: General Provisions (I); Management of State Property (II); Duties and Powers in the Management of State Property (III); Handling of Violations and Commendation (IV); Final Provisions (V).The regulations on property registration and reporting, financial management, planning, inspection, etc, of State property are based on the identification of the following types of property: State property in the administrative and non-business sector; State property which are infrastructure in service of public and national interests; property prescribed by law as State-owned; State reserve property; land and other natural resources. The above-mentioned types of property are dealt with in separate sections of Chapter II.
