An Act to provide for the establishment of tribal Land Boards: to vest tribal land in such boards; to define the powers and duties of such boards and to provide for matters incidental thereto.

The Act is divided into 13 Parts: Introductory (I); Land Boards (II); Application (IIa); Administration and appointment to land board service (IIb); Termination of Appointments and Retirements (IIc); Land Board Officers (IId); Offences and penalties (IIe); Land Board Service Commission (IIf); Grant of customary land rights (III); Grant of land rights under common law (IV); Land required for public purposes (V); Land Board Funds (VI); General (VII).There is established in respect of any tribe listed in the Fist Schedule a Land Board as a body corporate (sects. 3 and 9). All rights and title to land in each tribal area listed in the Schedule shall vest in the Land Board (sect. 10). Part II concerns the granting, variation and determination of customary forms of tenure of land by the Land Boards. The powers of a board are outlined in section 13. Appeal against decisions of a board may be had with the Minister (sect. 14). Section 15 outlines the grounds on which a customary right may be cancelled. The Land Board shall issue certificates of grant of rights. Granting of rights in land in land notified to be for grazing is restricted under section 17. Grazing land may be set aside for commonage under section 18. The President may create subordinate Land Boards under section 19. There is established a Land Board Service Commission, which shall inspect land board offices. Land shall be granted only to tribesmen, unless there exists an exemption from the Minister (sect. 20). Provisions of Part IV shall apply in relation to granting, variation and determination of common law forms of tenure of land by the Land Boards. Section 23 provides for a lease on a monthly basis. Part V concerns compulsory acquisition of land by the State of lands vested in a Land Board for public purposes (sect. 32). A Commission of Inquiry is set up under section 35 if there exists disagreement between a Land Board and the Minister. Section 33 concerns compensation in the form of a right to land to holders of customary rights in lands which is acquired by the State under section 32. Every Land Board shall establish a fund.
