These Regulations, made by the Minister of Land and Land Development under Sections 155 and 156 of the Land Development Ordinance, as amended by Act No. 16 of 1969, Act No. 21 of 1981, Act No. 22 of 1993, Act No. 9 of 1995 and Act No. 20 of 1996. The declaration made by the Land Commissioner/Land Commissioner General in case where the documents pertaining to the disposition of a land alienated by a grant as stipulated in Section 162(1) of the Land Development Ordinance, had been prepared inconsistent with the provisions of this Ordinance, making such documents null and void, shall be in accordance with the ‘Annex A’.

The first Sinhalese arrived in Sri Lanka late in the 6th century B.C., probably from northern India. Buddhism was introduced circa 250 B.C., and a great civilization developed at the cities of Anuradhapura (kingdom from circa 200 B.C. to circa A.D. 1000) and Polonnaruwa (from about 1070 to 1200). In the 14th century, a south Indian dynasty established a Tamil kingdom in northern Sri Lanka. The Portuguese controlled the coastal areas of the island in the 16th century and the Dutch in the 17th century.
