These Regulations implement the planning and land-use aspects of Directive 2012/18/EU of the European Parliament and the Council on the control of major accident hazards involving dangerous substances ("Seveso III Directive"). The non-planning aspects of the Seveso III Directive are implemented through The Control of Major-Accident Hazards Regulations 2015. The Regulations concern, among other things: hazardous substances consent; public consultation requirements; environmental impact assessments; prevention of major accident hazards and the limitation of the consequences of such accidents for human health and the environment; appeals; enforcement; the Register of hazardous substances contravention notices; procedures under sections 20 and 21 of the Planning (Hazardous Substances) Act 1990. A hazardous substances consent is not required for the presence of a hazardous substance on, over or under land at a waste land-fill site, including underground waste storage.
