This paper attempts to understand the thoughts of the farmers and other residents in the Minamiyama area of Inagi at the respective time, taking into consideration the long history of development planning, changes in the use of land, and the land readjustment project that has been underway. Local farmers sold land in Minamiyama, operated real estate businesses, Land readjustment brought about by the City Planning Act helped the farmers. Later, they planned a land readjustment project, which included the purchase of land by a major company, but a dispute between the farmers and other residents occurred because of their different ways of thinking about the foothills. A particular point of contention between the farmers and the other residents is the land readjustment project, because the sizes of replacement land are smaller than those of the original land to conserve the foothills. I believe that conservation of the foothills will be materialized through the dispute between the two viewpoints: one is the idea that foothills should be incorporated in economic activity; the other, that foothills should be conserved as a common social asset. For this, discussion concerning diverse statutory support is required.
