The World Urban Forum (WUF) was established in 2001 by the United Nations to address one of the most pressing issues facing the world today: rapid urbanization and its impact on communities, cities, economies, climate change and policies. Convened by UN-Habitat, the Forum is a high level, open and inclusive platform for addressing the challenges of sustainable urbanization.

Geoffrey Payne outlines five fundamental propositions that are key to his understanding of tenure issues and policy options.
These are:
1) That access to affordable land with adequate security of tenure and associated rights is a pre-condition for realising the goal of adequate housing and poverty reduction;
Affordable land and housing in Latin America and the Caribbean
Countries in the Latin America and Caribbean region were the first in the developing world to go through rapid urbanization. Today, the region is the second most urbanized region in the world. This urbanization process has been accompanied by sharp social contrasts and economic disparities, a buoyant informal housing and land development process and increased local democracy and municipal autonomy, coupled with active social urban movements. This makes the Latin America and Caribbean region a unique landscape in the study of land and housing for the poor.
