Deputy Premier orders to forward the Basic Regulations for registration and application by the ministries and institutions entitled to elaborate normative acts regarding mortgage. Mortgage can be applied to the plots of land, including agricultural land. Till enactment of legislative acts the Committee on Land Resources and Land Survey and its territorial branches must carry out regarding the modalities of state registration of immovable property registration of the plots of agricultural land.

La présente ordonnance porte mesures d'exécution de la loi nº 73-021 portant régime général des biens, régime foncier et immobilier et régime des sûretés, notamment en ce qui concerne les plans parcellaires des terrains à concéder dans les circonscriptions urbaines et les conditions et modalités des concessions.

El presente Decreto dispone que los bosques o montes públicos necesariamente han de ser explotados mediante control del Gobierno. En lo sucesivo, el aprovechamiento de productos forestales que se realice en bosques de tal naturaleza sin permiso del Departamento de Tierras del Ministerio de la Economía Nacional, no constituye explotación lícita de los mismos y, en consecuencia, no confiere derechos, no da posesión de la tierra donde tales bosques se hallaron plantados, ni puede invocarse como fundamento para obtener las adjudicación de terrenos baldíos.

El presente Decreto, considera que la institución de los campos de uso común o campos comunales tiene sus antecedentes históricos y legales en el país, dispone que los campos comunales o de uso común, serán habilitados por resolución del Consejo del Instituto de Bienestar Rural en tierras de su patrimonio y por decreto del poder ejecutivo cuando se afectan tierras de dominio privado.

This Decree sets out certain detailed rules of application for compensation and of determination of the value of the compensation for arable land, farm buildings, other real estates and assets. Certain rules of issuing of compensation bonds and financial rules regarding compensation bonds are also determined in this Decree. There are provisions also regarding the right of pre-emption of former owners of the assets, the certification and verification of former ownership. The present Regulation lays down basic rules for the creation and operation of "dehkan" (private) farms, especially with regard to the allocation and use of land.
