Public land is a resource that should be effectively managed in the public’s best interest in line with provisions of the Constitutions of Kenya and the Land Act. The management framework governing land use and development decisions on public land should ensure protection and sustainable management of the land. Despite these provisions in law, recent media reports point toresurgenceof public land grab. The Land Development and Governance Institute commissioned this research study to establish the status of the public land management in Kenya.

Beginning in the mid-1970s through to the 1980s, Tanzania experienced a severe socio-economic crisis. In an attempt to turn things around the abating economy and accelerate economic growth, the government embarked on a broad range of radical policy, legislation, and institution reforms, which opened doors for foreign direct investments (FDIs) and further initiatives have been taken to create an enabling environment for investments to flourish in the country.

In 2010, the Conference of the Parties to the Convention on Biological Diversity adopted the Aichi Biodiversity Targets as part of the Strategic Plan for Biodiversity 2011-2020. Target 11 calls for ‘at least 17 per cent of terrestrial and inland water areas and 10 per cent of coastal and marine areas’ to be conserved by way of ‘well-connected systems of protected areas and other effective area-based conservation measures’.

Pastoralism – the predominant form of livestock keeping in the Horn of Africa – has always been a source of disputes and tensions in the region. So it is maybe no coincidence that precisely those countries with the largest cattle and camel herds should be the ones that have been suffering from prolonged armed conflict for years. Disputes over agricultural policies are highly visible, but consensus exists on fundamentals for growth. It is not just what to do that matters, but also how to do it. Increasingly, the search is not for optimal policy, but for ‘good fit’, or even ‘good-enough’ policy.
