The objective of this Law which includes 14 articles is to define the registration procedure of marshy lands. Those who wish to acquire land through drying marshy lands that are not possessed by anyone will apply to the relevant Governor, who shall then ask the Prime Ministry whether drying can be made by the State or not. If so, drying should be made within 4 years otherwise it will be considered as being renounced from this right. If drying will not be made by the State then the case will be communicated to the villages and water users' unions in the area. Priority will be for them.

These Regulations aim at implementing the special protection of the basic farmland and promoting the development of agricultural production and the national economy. "Basic farmland" means cultivated land which is determined in accordance with the demand of the population of agricultural products, the needs of the national economy, as well as a forecast of the use of land for construction for specified period of time, and which shall not be occupied for other uses for a long term, or within the specified protective period.

This Decree-Law establishes the obligation to draw up a map concerning urban areas subject to flood risk. It consists of 5 articles establishing the requirements to be satisfied by the Municipal Plans for Territory Management (PMOT) in order to prevent water flood and to guarantee soil protection within the involved areas. PMOT Regulations establish necessary restrictions in order to avoid flood risks.

These Measures consist of six Chapters. Chapter 1, General Provisions, provides for the land administration, it restricts the conversion of land. Chapter 2 concerns the ownership of the land. Chapter 3 regulates the management of the right of use. The provisions of the construction of state or collective land are in Chapter 4, including the application procedure of use for construction purpose. Provisions in Chapter 5 are concerning the individual construction use of land. Chapter 6 provides for the legal responsibilities. Chapter 7 contains the Supplementary Provisions.

Replied by state official letter No. 131 of 1999, it approves the Measures of Examination and Approval of Construction Land, which was submitted by the Ministry of Land Resources. The Measures include six Parts, i.e. 1) Limit of examination and approval, which is regulated in article 44 and 45 of the Land Administration Law. 2) Principle of examination and approval, which are to protect cultivated land and to ensure the use of construction land, etc.

Decreto Nº 1.942 - Reservas y adjudicación de terrenos baldíos.

El presente Decreto dispone que podrán declararse por parte de la Junta Directiva del Instituto Colombiano de la Reforma Agraria, como reservas territoriales especiales del Estado, los terrenos baldíos situados en zonas aledañas o adyacentes a las exploraciones y explotaciones petroleras o mineras, los cuales en consecuencia, no podrán ser adjudicados a ningún título a los particulares. Tales tierras baldías sólo podrán reservarse en favor de las entidades de derecho público cuyo objeto esté directamente relacionado con las actividades de exploración y explotación petrolera o minera.
