The key question in this article is the extent to which current real property expropriation practices in Kigali city promote spatial justice. Current studies focus on the ambiguous manner in which real property valuation had been regulated by the expropriation law of 2007, leading to unfair compensation and various conflicts between expropriating agencies and expropriated people. Following its amendment in 2015, the law currently provides clearer procedures for valuation and fair compensation, based on the market prices.

The Voluntary Guidelines on Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT), was developed under the Committee on World Food Security as a result of collaboration among different groups of stakeholders – governments, civil society, private sector, academia. The VGGT is intended to provide a framework for responsible tenure governance that supports food security, poverty alleviation, sustainable resource use and environmental protection.

The Organising Committee of the Dutch Land Governance Multi-Stakeholder Dialogue has commissioned an investigation into the need and possibility to develop a protocol on fair compensation in cases of legitimate land tenure changes, with a focus on expropriation. This is in line with the Ministry’s role in the Land Governance Multi-Stakeholder Dialogue. This dialogue involves government, civil society, business, finance and academia.

In 1913, South Africa’s Land Act set aside 87% of the country’s land for exclusive use and ownership by white people, helping to divide the nation into a relatively prosperous white heartland and a cluster of increasingly impoverished black reserves on the periphery and within cities (Walker, 2017). More than a century later, South Africa is still struggling to redress this historical injustice and the inequality it continues to foster.

Following its amendment in 2015, the law currently provides clearer procedures for valuation and fair compensation, based on the market prices.

The Voluntary Guidelines on the Responsible Governance of Tenure (VGGT) call for governments to clearly define the term ‘public purpose’ to allow for judicial review of the goals of expropriations of property. However, recent research indicates that national-level legal frameworks that govern expropriation decision-making not only vary greatly from country to country but also often fail to comply with the VGGT standards on expropriation. This creates the potential for unpredictable and, in some cases, arbitrary applications of expropriation law in practice.

After eight years of civil war, parts of Syria are now free from conflict. In recognition of the return to peace, the government officially welcomes back all who fled the country to escape violence. Yet, a pattern of property expropriation supported by the government during the war limits the ability of some to return and reclaim their homes and businesses.

For a long time sub-Saharan Africa has been considered to have abundant and underutilized land than any other continent. On the contrary, recent studies show that many rural Africans live in increasingly densely populated areas where all arable land is allocated or under cultivation. This has led to a long-term decline in farm size and reduced fallows.

In recent years conflicts of land expropriation in China have received a lot of concern. Recent systematic reviews highlight causes, types and resolution of land conflicts, yet very few of these studies have considered the spatial-temporal characteristics of the issue. Utilizing spatial statistical analysis and statistical software, this paper aims to build a contextual overview on Chinese land expropriation conflicts and explore spatial and temporal distribution of it during 2006–2016. Correlations of land conflict intensity with per capita GDP and urbanization rate have been studied.
