The second LAND-at-scale (LAS) exchange took place from June 26th to June 28th, 2023. Sixty partners came together in Utrecht, the Netherlands to exchange lessons learned and explore common challenges. As of 2023, ten country projects are currently being implemented under the LAS program, namely Burkina Faso, Burundi, Chad, Colombia, Mali, Mozambique, the Palestinian Territories, Somalia, Rwanda and Uganda. All countries were represented and almost all implementing partners were present at the Exchange.

Challenges with regards to scaling is not unique to the land sector. Working in the context of agriculture for development, CGIAR and Wageningen University developed the Scaling Readiness approach.  This approach response to the fact that the pressure to demonstrate fast and visible results and impact at scale, has sometimes resulted in unreasonable and unrealistic expectations, and in fact stimulated simplistic and non-sustainable scaling approaches.

Chad is at the verge of an emerging land tenure crisis. As observed in many countries in Africa, formal and customary tenure systems overlap. Customary tenure systems, that generally prevail in rural areas, differ from region to region, with each its own needs and practices. Land conflicts are abundant, caused by degradation and transformation of land surfaces caused by climate change, as well as land investments by domestic investors with disputed legitimacy. Women, particularly, struggle in practice to obtain the same rights to land as men, even though country’s constitution enshrines gender equality.

Burundi has the world’s highest hunger score and around 45 percent of the population is affected by food insecurity. The country copes with increasing scarcity of land as a result of increasing population size, returnees and IDPs and climate change. With the majority of Burundians depending on agriculture for their food and livelihoods, land scarcity makes this reliance on agriculture precarious. This pressure on land causes elevated levels of land disputes with over 55% of all court cases being related to conflicts over land. The results of these disputes are often highly uncertain, as land is commonly not registered and no good documentation of ownership or use rights exists.

Ayer me fui a la cama con la mente a más 5500 km y unas 6 horas de diferencia respecto a la nuestra, en Montreal (Canadá). Allí seguía negociándose el futuro de la biodiversidad y por lo tanto nuestra propia salud, bienestar y seguridad: un Acuerdo que proteja la Biodiversidad de los próximos 10 años.

Creación de la Agencia Nacional de Tierras

El 7 de diciembre de 2015 fue expedido el Decreto 2363 “Por el cual se crea la Agencia Nacional de Tierras, ANT, y se fija su objeto y estructura”, en un esfuerzo del Gobierno nacional para consolidar la nueva institucionalidad que responderá a los retos del posconflicto en lo concerniente al desarrollo del campo y la implementación de los acuerdos suscritos en el marco del proceso de paz.

Así, en el Decreto quedó consignado el objetivo fundamental de esta Agencia, la máxima autoridad de tierras del Estado:

La Agencia Vasca de Cooperación para el Desarrollo es un ente público de derecho privado, la herramienta del Gobierno Vasco para planificar y gestionar las políticas de desarrollo. Opera según los principios y objetivos expuestos en la Ley de Cooperación, desarrollados en su Plan Director.

Nous tous, chez Agrisud, n’acceptons pas l’idée qu’aujourd’hui 1,4 milliards de personnes puissent vivre en situation de pauvreté, avec le plus souvent de grandes difficultés pour se nourrir quotidiennement.


Au Sud comme au Nord, nous savons que cette situation est due très souvent à l’exclusion économique, pour des raisons multiples, qui elle-même entraîne progressivement l’exclusion sociale.
