This Regulation, consisting of six Parts, implements the Survey and Mapping Infrastructure Act 2003 by defining the principles to be applied in carrying out surveys (Part 2), setting the geodetic reference framework (Part 3), providing for survey standard and survey guideline matters (Part 4), and establishing watercourse identification and non-tidal boundary (watercourse) location (Part 5).

This Order applies to land survey notifications in accordance to Farms Act, by establishing rules on whether proof presented to the Cadastre Authority with regard to land registration may be processed without authorization; on certification of land reclamation by acquisition of agricultural property; and on the establishment of an overview map. Cadastral changes may be implemented without a licence by statements from licensed surveyors.

These Regulations implement the Land Titles Act by providing in details for requirements for registration, surveys and descriptive plans.

This Decree sets out the rules of procedure of classification of agricultural and forest land. The purpose of the classification is the determination of the quality of land destined to various uses. There are eight quality classes. A land quality map must be prepared showing the results of the classification process. For this purpose a copy of the cadastral map may be used. Annex 1 lists valuation territories with approximately similar production conditions.

The present Ordinance enforces the Geo-Data Access Act. In particular, the Ordinance lays down provisions relating to the providing of spatial data, spatial data and metadata services on behalf of spatial data holding agencies. Article 2 established that that such data may be: 1) reproduced, printed, presented, changed, edited and shared with third parties; 2) linked to own data as to become a new and independent data; 3) integrated in non public electronic networks. This Order validates the form of registration certificate equipment of satellite radio navigation systems to be used for agricultural purposes and, in particular, for land survey and mapping by means of distant zoning of the Earth.

This Order validates the application form for recognition of self-regulated organization in the sphere of land survey practices contained in the Annex 1.

This Order shall be applicable to contractors performing topographic, geodetic and cartographic work for the purpose of designing topographic, geodetic and cartographic products and data collection. The aforesaid contractors shall be equipped with geodetic satellite devices, digital video cameras and aerial photographic devices, and high definition scanners. Topographic, geodetic and cartographic work shall be performed in strict compliance with the acting legislation.

The present Regulations are made under the Canada-Newfoundland Atlantic Accord Implementation Act. In particular, section 1 of the above-mentioned Regulations establish that for the purposes of paragraph (a) of the definition “offshore area” in section 2 of the afore-mentioned Act, the prescribed line of the offshore area of the province of Newfoundland and Labrador that is adjacent to the offshore area of the province of Nova Scotia is the line described in the Schedule. This Ministerial Decree establishes the modalities of conducting inventory of public land fund with a view of ensuring reliability of land survey and mapping data with the insertion of modifications and changes in land areas, distribution of land by categories irrespectively of the form of ownership. All land areas within the national boundaries of the Kyrgyz Republic, constituting national land fund, shall be subject to inventory.

The present Ordinance implements the Ordinance of 21 May 2012 on spatial information. In particular, the Ordinance lays down provisions relating to the catalogue of basic geo-data under federal legislation with competences of Canton and municipalities; the catalogue of basic geo-data under cantonal legislation; the catalogue of other geo-data according to article 12 of the afore-mentioned Ordinance.
