This Act prescribes that, where the owner of any land is unable through negotiations to obtain leave from adjoining landowners to construct a road of access to the public highway, he or she may apply to the land tribunal for leave to construct a road of access over any lands lying between his or her land and the public highway.
This Act makes provision for the administration of the small estates of deceased persons.
This Act concerns the administration of estates, including immovable property, of persons of unsound mind and provides for court actions and proceedings for the purpose of establishing administration. The Act also assigns powers to the Chief Justice to make Rules.

The President may transfer any area of village land to general or reserved land for public interest (sect. 4).

This Proclamation provides for the registration of mortgages established on businesses and the sale of a business mortgage by auction. Each Region or City shall keep a register of business mortgages. Only businesses that have been registered and given business license by the appropriate Federal or Regional authority may be mortgaged.
This Proclamation amends the Civil Code concerning the sale of property mortgaged or pledged with banks in order to create a conducive environment to economic development by enabling banks to collect their debts from debtors efficiently and thereby promoting a good business culture.
