This Decree regulates the ownership of lands occupied by non-owners. It consists of 6 articles defining the conditions under which land users may request, (free of charge) the ownership of lands within one year from the date of this Decree.

The District Council may declare any area a prohibited or preserved (area). All areas listed in the First Schedule are hereby declared preserved areas (by-law 3). No person shall cultivate, cut any grass, or graze animals in any preserved area (by-law 4).

No person may discharge any effluent liquid onto land or use any effluent liquid for the irrigation of any land, without appoval by the appropriate health authority (sect. 3). No person may use any effluent liquid from any sewage-treatment installation or oxidation ponds for the irrigation of any land where crops for consumption are present (sect. 6).

No person shall occupy or use more than three acres of land for urban farming. No person shall, except where that person practices zero grazing, graze his animal in an urban area (reg. 3). "Urban farming" means the carrying out of plant or animal husbandry activities as set out in the Schedule within statutory township boundaries.

The areas of land described in the Schedule are hereby declared to be planning areas for purposes of the Town and Country Planning Ordinance (para. 4). Subject to paragraphs 6 and 7 no development other than conservation and water-related activities shall be carried out within such area without a planning consent or contrary to a planning scheme prepared by the Minister (para. 5).

These Rules regulate the removal of common minerals, as defined in section 2 of the Land Trust Act, from Trust land and the distribution of royalties or other benefits generated by such removal. Removal of minerals shall require a valid licence to be issued under these Rules by the licensing officer in the form as set out in Schedule 1 to these Rules.
