Uganda Vision 2040.

The present Uganda Vision 2040 lays out the general development objectives for Uganda over a 30-year period. Its goal is to transform Uganda from a predominantly peasant and low-income country to a competitive upper middle income status country. Together with the National Development Plan, Uganda Vision 2040 provides the overall leadership and policy direction for job creation and priority setting. It prioritizes agricultural development as well as tapping into the youth demographic dividend. Agricultural production in Uganda is mainly dominated by smallholder farmers engaged in food and industrial crops, forestry, horticulture, fishing and livestock farming. The country is one of the leading producers of coffee and bananas in the World. It is also a major producer of tea, cotton, tobacco, cereals, livestock and fishing products among many others. The opportunity for value addition through agro processing is enormous. This will enhance Uganda’s competitiveness on the world market, boost foreign exchange earnings and employment. It can also reduce wastage, enhance food security, improve livelihoods for low-income groups and empower disadvantaged groups of society like rural women, youth and the disabled. The government also commits to improving access to credit, markets and other productive resources needed to support enterprise development and broader growth in the sector.Some other key opportunities are set out in Chapter 4 on Strengthening Fundamentals for Harnessing Opportunities as follows: Tourism; Oil and Gas; Minerals; Abundant Labour Force; Industrialization; Geographical Location and Trade Opportunities; Water Resources; Fundamentals for Development; Human Resources; Transport Infrastructure and Services; Energy; Ccience, Technology, Engineering and Innovation; Urban Development and Land. Chapter 5 provides for Social Transformation and deals with the following issues: Population; Health and Nutrition; Education and Literacy; Care and Protection for the Vulnerable Population Groups; Housing Development; National Culture; Gender Equality and Women Empowerment for Socio-economic Transformation; Environment and Natural Resources (ENR);Climate ChangeThe text consists of 7 Chapters as follows: Introduction (1); The Vision Aspirations, Principles, Targets and Policy Shifts (2); Growth Trends and Macroeconomic Strategies (3); Strengthening Fundamentals for Harnessing Opportunities (4); Social Transformation (5); Governance (6); Implementation, Monitoring and Evaluation Strategies (7).
