As Myanmar’s junta prepared to step down from government, the military set about seizing public assets and natural resources to ensure its economic control in a new era of democratic rule. Guns, Cronies and Crops details the collusion at the heart of operations carried out by Myanmar’s armed forces in northeastern Shan State. Large swathes of land were taken from farming communities in the mid-2000s and handed to companies and political associates to develop rubber plantations.

Myanmar has recently positioned itself as the world’s newest frontier market, while simultaneously undergoing transition to a post-war, neoliberal state. The new Myanmar government has put the country’s land and resources up for sale with the quick passing of market-friendly laws turning land into a commodity. Meanwhile, the Myanmar government has been engaging in a highly contentious national peace process, in an attempt to end one of the world's longest running civil wars.

ABSTRACTED FROM THE EXECUTIVE SUMMARY: This report is an independent assessment of human rights issues related to the German-Cambodian Land Rights Program (LRP), which began in March 2011. The assessment was neither tasked to evaluate the impact of German predecessor programs in the land sector nor to undertake a legal assessment of the LRP’s sphere of influence and thus does not do so. The assessment aims to gain insights which can be used for management decisions by the BMZ as well as for a possible next phase of the LRP (03/2013- 02/2016).

In June 2012, the Cambodian Government issued a policy directing the private titling of all plots throughout the country’s rural areas. In this study conducted in collaboration with seven NGOs throughout 79 indigenous villages in Ratanakiri Province, indigenous leaders reported negative impacts of the policy including loss of communal land, lack of transparency and information, and coercion to privatize land.

In 2008, three sugar companies were awarded nearly 20,000 hectares of Economic Land Concessions (ELCs) in Oddar Meanchey province. The new research finds that associated land grabbing totaling more than 17,000 hectares has affected more than 2,000 families. Of these, 214 families were forcibly evicted. Meanwhile, at least 3,000 hectares of the misappropriated land has been used for logging rather than sugar plantations, according to the report, ‘Cambodia: The Bitter Taste of Sugar’, commissioned by ActionAid and Oxfam GB.

The Bangkok-based Sino-Thai company Choern Pakard Group (CP Group), Asia's largest and most prominent agro-food/feed corporation, has led an industrial maize contract farming scheme with (ex-)poppy upland smallholders in Shan State, northern Myanmar to supply China’s chicken-feed market. Thailand, as a Middle-Income Country (MIC) and regional powerhouse, has long-tapped China’s phenomenal economic growth and undersupplied consumer demand.

ABSTRACTED FROM THE INTRODUCTION: This working paper is an examination of current land formalization processes against the backdrop of Cambodian history and the political economy of land and agrarian change. I... critique the land property right formalisation processes at play under the current land reforms. I present their rationales, mechanisms and influences on Cambodian peasants. I then detail the dynamics of land differentiation in the central rice plain and reveal how it has initiated a large migration to the peripheral uplands.

ABSTRACTED FROM THE 'APPROACH' SECTION: The national inventory of land purchases and leases in Lao PDR is unique in providing comprehensive in-depth analysis of the extent and impacts of large scale land acquisitions across the country. It represents a major contribution to achieving greater transparency in what has previously been a very opaque field of business, and could serve as a model for other countries. Its major asset is the systematic and spatially-referenced compilation of data on the location, extent and implementation status of land-based investments.

This article examines changing contexts and emerging processes related to “land grabbing”. In particular, it uses the case of Laos to analyze the driving forces behind land takings, how such drivers are implied in land policies, and how affected people respond depending on their socio-economic assets and political connections.

ABSTRACTED FROM EXECUTIVE SUMMARY: Half a decade into the global land rush, land-intensive investment throughout Southeast Asia continues to confront social and environmental issues such as land conflict and improperly regulated forest conversion. This study uses publicly available financial and spatial data to examine the geography of land-intensive investment in Southeast Asia, and to identify the limits imposed by problems with data availability.

FIRST PARAGRAPH: The historical weight of the political culture of development in Burma – now more commonly referred to as Myanmar – must not be discounted during the democracy-neoliberal reform era. National development discourse and practice in Myanmar has combined elements from monarchical patronage and military authoritarianism after decades of ruling military dictatorships where the military-state ‘knows best’ for its people.
