Section 2 of the By-law prohibits deposit of waste and other refuse, and carcasses in rivers, beaches and the sea. No person shall dump any soil into or remove any stone from any river (sect. 2). Section 3 provides for the collection of garbage rates. Section 4 requires owners or occupiers of land to cut overgrown vegetation upon a notice served by the Village Council. (6 sections)

The contracting parties propose to develop cooperation in the field of environmental protection and restoration. Priority areas are air pollution, harmonization of national, regional and international law, neutralization of wastes and recycling, protection of water quality, protection against noise and vibration, protection of biodiversity, exchange of information regarding soil conservation and energy use, protected areas and their utilization, EIA, training, exchange of information regarding the implementation of EC environmental directives.

Crop Residues (Burning) Regulations (S.I. No. 1366 of 1993).

These Regulations prohibit the burning on agricultural land of crop residues listed in Schedule 1, unless the burning is required for a specific purpose (Reg. 4). The Regulations also impose restrictions and requirements in relation to the burning of linseed residues and some exempted burning and these restrictions and requirements are set out in Schedule 2. Burning crop residues in contravention to these Regulations is declared an offence. (6 Regulations and 2 Schedules)

Legislative Decree No. 99 implementing Council Directive No. 86/278/EEC on the protection of the environment, and in particular of the soil, when sewage sludge is used in agriculture.

This Decree aims at encouraging and at the same time regulating the use of sewage sludge in agriculture, in order to prevent harmful effects on soil, vegetation, animals and human beings. The sewage sludge shall be used as fertilizer and soil improver only after proper treatment and under the conditions established by article 3, regarding the composition, the concentration of heavy metals and other standards. Article 4 establishes the cases in which the use of sludge in agriculture is prohibited.

The Decree aims at preventing pollution caused by the discharge of sludge from water cleaning or discharge installations and lays down rules relative to the right to use of sludge for agricultural purposes. Use of sludge in general requires a permit from the municipal authorities. Producers or suppliers of sludge shall be responsible for the declaration of contents which shall be drawn up in accordance with provisions contained in Annex II. Section 10 prescribes limit values for heavy metals in sludge and section 11 lays down rules relative to use of sludge on land.

This Act establishes Sanitary Code in order to regulate environmental sector and food quality standards. It consists of 101 articles regulating all matters related to the protection of human health, controls to be carried out on land use plannings (urban and agricultural lands), water and soil pollution control, food quality in order to avoid food contamination, etc. It also establishes controls to be carried out on water quality standards, water discharge and solid residues disposal, veterinary procedures for detecting animal diseases, etc.
