Decreto Ley Nº 300 - Entrega de tierras estatales ociosas en usufructo.

El presente Decreto Ley autoriza la entrega de tierras estatales ociosas en concepto de usufructo gratuito y por tiempo determinado a personas naturales o jurídicas, que no pueden ser transferidas a terceros, para que las exploten racional y sosteniblemente atendiendo a la aptitud de los suelos, en función de la producción agropecuaria, forestal y de frutales. La extensión máxima que puede entregarse en usufructo a personas naturales que no posean tierras en ningún concepto es de 13,42 hectáreas.

Decreto Nº 1.478 - Modifica el Decreto Nº 2.181, que reglamenta parcialmente la Ley Nº 388 de 1997, Normas sobre planes de desarrollo municipal, compraventa y expropiación de bienes.

El presente Decreto modifica el que reglamenta de manera general la formulación y adopción de los planes parciales de que trata la Ley Nº 388 de 1997, respecto a las determinantes para la formulación del plan parcial en lo concerniente a delimitación, condiciones técnicas y normas urbanísticas aplicables para la formulación sobre planes de desarrollo municipal, compraventa y expropiación de bienes, de acuerdo con los parámetros que al respecto determine el plan de ordenamiento territorial o el Macroproyecto de Interés Social Nacional, cuando este último así lo prevea.

This Act contains provisions on the planning of land, water and construction. The purpose of these provisions is to promote community development and sustainable living environment. The Act regulates urban and rural landscape planning in municipalities, safeguarding cultural sites, management of energy, water, climate, waste, transport and hygiene conditions. Land Reserve and public places: zoning municipalities may determine land reserves allocated for road (traffic and transport) and energy (network and cabling) activities.

This Regional Law establishes composition and contents of land use planning of urban areas in accordance with territorial planning scheme and documents of territorial planning of municipal units. Land-use planning project shall contain graphic scheme (mapping of boundaries) and textual part. The project shall contain mapping of the boundaries of protected areas, water protection areas and sources of potable water supply.

This Regional Law regulates relations in the sphere of land-use planning and issuance of authorization for construction. Land-use planning shall take into consideration ecological factors with a view of ensuring sustainable development of the territories. In case of absence of land-use planning documentation local government shall not be allowed land reservation, expropriation or transfer of land from one category to another. Land-use planning documentation shall contain mapping of the territory, including mapping of the boundaries of protected areas and mapping of agricultural land.
