A key challenge facing South Africa’s economic development is overcoming the structural poverty created through the systematic dispossession of the majority of its citizens. Although radically marginalized during apartheid, there is poor public acknowledgement of the losses experienced by those families who, through the passing of various racially biased, land and labour laws, became farm labour on commercial farms.

Oxfam and its local partners have observed the development of a number of agro-forestry enterprises in some project areas. The Myanmar government introduced two new land laws in 2012 as part of an effort to liberalize land markets. This report analyzes the implementation of these laws using theory, field research, and a comparative regional analysis. It also offers recommended interventions.

The forest reserve of which size is 2,111 hectares located in Koun Kriel commune, Samraong district, Oddar Meanchey province was privatized​ to grant social land concessions and develop the area for military development.

The 3636 hectares of state land from forest cover 2002 located in Ampil Pram Daeum commune, Bavel district, Battambang province was privatized for social land concession project to allocate to former armed forces and their families, and general poor people.

The 410 hectares of state land from forest cover 2002 located in Yeang commune, Choam Ksant district, Preah Vihear province was privatized for social land concession to grant the land to the Army Paratrooper Special Forces Brigade 911 for resident and family farming.

The purpose of this sub-decree is to classify state permanent forest reserve land, of which size is 329 hectares, and grant social land concessions in Treng Trayoung Commune, Phnom Sruoch District, Kampong Speu Province and in Ta Ken Commune, Chhouk District, Kampot Province.

This Sub-decree is about the downsized land in total of 3393 hectares, including (1) 3310.17 hectares from land concession of TPP Company and (2) 82.83 hectares from economic land concession of Sophorn Theary Peanich Co. Ltd, and the reclassification of the 2756.89 hectares of state public land as state private land for the granting of ownership to the people who have been occupied and the 636.11 hectares of land shall be kept for public benefits and physical infrastructure in Chong Spean village, Khvav commune, Chi Kreng district, Siem Reap province.
