This State Standard has been set by Technical Committee (TK 09) on ecology and has been registered by the Decision No. 006 of the Collegium of the State Committee for Standardisation, Metrology and Patent. This State Standard is authentic translation of ISO 10381-5:2005 Soil quality -- Sampling -- Part 5: Guidance on the procedure for the investigation of urban and industrial sites with regard to soil contamination. The initial inspection shall be in 2020 to determine the requirements of the standard to comply with the international standards, norms, rules and recommendations.

This Decree validates the rates of maximum permissible rates of concentration of oil in land and soil as follows: (a) for urban land, land of subsidiary smallholding cooperatives, forest land, land of public water fund, agricultural land, environmental protection, recreational land and land of historical and cultural heritage 50 mg/kg; and (b) industrial land, transport, communications, energy, defence and other categories of land 100 mg/kg.

Sustainability shall be ensured by introduction of ecofriendly processes, methods and technologies, environmental security of urban areas, performance of ecological improvement arrangements and ensuring ecological, sanitary and epidemiological welfare of the population.
