This Act regulates forestry activity. It consists of 14 Chapters specifying authorized activities to be performed by public and private entities in order to protect national forests. It also establishes national administration competencies and actions to be carried out by the Government of Cape Verde for managing forestry resources. This Act regulates interventions in matter of soil and forest conservation and management for the following purposes: (a) improvement of productive and social potential of existing forests; (b) protection of the environment and hydrogeological resources; (c) promotion of agro-forestry and sylvo-pastoralism in mountain areas; (d) improvement of quality life of communities concerned.

El objeto de la ley es regular la actividad forestal en suelos de aptitud preferentemente y en suelos degradados e incentivar la forestación, en especial, por parte de los pequeños propietarios forestales y aquélla necesaria para la prevención de la degradación, protección y recuperación de los suelos del territorio nacional (art. 1º).

The declared (sect. 3) objects of the Act are: ensuring effective and ecologically sustainable management of forest resources; promotion of a sustainable commercial timber industry, and; protection and conservation of forest resources, habitats and ecosystems including the maintenance of ecological processes and genetic diversity. The administration of matters affecting forests is entrusted to Commissioner of Forests appointed under section 6 and the Minister who shall be advised by the Solomon Forestry Board established under section 5.

This Act, governing forestry contains, after amendments made to it, virtually all statute law relating to forestry in the Great Britain. The provisions of the Act concentrate almost exclusively on forestry administration and related matters and the powers of an authority here continued, the Forestry Commissioners, to control felling. The Commissioners, established by the 1919 Forestry Act, are charged with the general duty of promoting the interests of Forestry, with the development of afforestation and the production and supply of timber and other forest products in Great Britain (sect.

This Act lays down the basic principles of forest management and conservation, makes provision for the administration of forestry (Chap. I), the survey and classification of lands for purposes of forestry (Chap. II), and the use of forest resources (Chap. III).Basic policy principles are outlined in section 2. The Ministry of Finance now issues guidelines for provision of credits from the State for programmes and projects for use of bare land, degraded hills, forests, alluvial flats, and water bodies within the framework of Decision 327-CT and according to duly approved annual plans: Funds from the State budget are to be provided in the form of credits for basic construction and for non-commercial economic purposes for programmes and projects for the use of bare land, degraded hills, forests, riverine and coastal alluvial flats, and water bodies.

This Law provides for the leasing of public agricultural and forest land. It consists of 18 articles establishing the procedures for leasing of such lands to citizens and contains rules relative to the lease and the conditions attached to lease including obligations of the lessee. 'Land' here means the land that is property of the State, classified in the fond of agriculture and forest land, pastures and meadows (art. 2).

The scope of this Act is to regulate reindeer breeding activities and the use of reindeer pastures. Also the counting of reindeer and marking of animals is provided for (Chapters 3 and 4). Chapter 6 concerns the compensation of damages to forests and cultivation. Chapter 7 provides for the protection of reindeers. Various measures placing restrictions on reindeer breeding may be decided upon by the Government pursuant to section 2 of the Act relative to Protection Forests (No. 196/22).

This Decree provides for the assignment of forestry land by the State to organizations, households and individuals for "stable and long-term" use in the form of land assignment without land use levy or lease of forestry land (art. 1). Forestry land is allocated or leased to specified subjects whose main source of income is agriculture, aquaculture of the winning of salt or various specified organizations. No levies shall be charged. Forestry land includes: national parks, nature conservation forests, and various kinds of protection forests (art. 3).
