The National Land Policy was adopted by Jamaica in 1997 as a national policy for the land sector. It establishes the framework needed for Jamaica to become more progressive, transparent and modern in its approaches to land and geographic information management systems, land administration and utilization, land resources and environmental management, and land development planning. The goals and objectives of this Policy are to ensure the sustainable, productive and equitable development, use and management of the country’s natural resources.

This Act vests any interest in land remaining unclaimed since the coming into force of the Land Adjudication Act, and which by the provisions of section 17(1) of that Act were deemed to be Crown Land, shall, if not claimed by 31 December, 2020, in the Crown. Any person who claims any right or any interest in land which has not already been claimed by that person under the Land Adjudication Act, shall, if he or she does not claim his or her right or interest in that land within one year from the coming into force of this Act, forfeit such right and the land shall vest in the Crown.

These Regulations implement provisions of the Land Act, 2012, with respect to a variety of matters including administration of public land and private land, conversion of freehold or leasehold tenure, compulsory acquisition, settlement programmes, easements and analogous rights, and evictions from unlawfully occupied public land.The National Land Commission shall keep and maintain a data base of all public land and an inventory of land based natural resources.

This Act amends the Village Fono Act by inserting a new section 2A stating the objects of the Act and by inserting provisions and amending other provisions on the registration and administration of villages and the limitation of jurisdiction of Village Fono (in particular in respect of Government, freehold or leasehold land located within village land). A new section on structures and activities on village land for community purposes is also inserted.

These Regulations make provision in relation to bringing into force sections 83 (core path plans) and 84 (access rights: service of court applications) of the Land Reform (Scotland) Act 2016. It also contains transitional provisions regarding "core path plans" as provided for by the Land Reform (Scotland) Act 2003. The effect of this is that anything done under the old law before 31st December 2016 will have effect as if it had been done under the new law.

These Rules of the National Land Commission implement provisions of the Land Registration Act in respect of conversion of public land into private land. The national or county government may, on its own motion or upon a request, identify the land and notify the Commission, in Form LA I set out in the Schedule, of its intention to convert the land from one category to another pursuant to section 9 of the Act. The Commission shall consider the notification on specified criteria. For example, the land must not be part of an ecologically sensitive area.
