The President, for the purpose of regulating free-of-charge transfer of the plots of land to the private ownership, decrees that in establishing an average district quota for the transfer, the total area of agricultural land (except for areas allotted to the local administrations) must be divided into the number of agricultural workers. The local administrations are authorized, in accordance with the notification of the committees on land reform and land policy, to differ the average quota of the free-of-charge transfer in connection with the density of population.

The Government decrees to validate the Regulation. Special land fund is set up at the expense of agricultural land that is either not used according to its predestination or is used in violation of the legislation currently in force, and of abandoned land. The plots of land that can't be used for growing agricultural produce in conformity with sanitary requirements must not be included into special land fund.

El presente Decreto dispone que podrán declararse por parte de la Junta Directiva del Instituto Colombiano de la Reforma Agraria, como reservas territoriales especiales del Estado, los terrenos baldíos situados en zonas aledañas o adyacentes a las exploraciones y explotaciones petroleras o mineras, los cuales en consecuencia, no podrán ser adjudicados a ningún título a los particulares. Tales tierras baldías sólo podrán reservarse en favor de las entidades de derecho público cuyo objeto esté directamente relacionado con las actividades de exploración y explotación petrolera o minera.

These measures propose to strengthen land administration, the protection of land rights, and to improve utilization of land in Shanxi. Chapter I provides for administration of land. The local government shall restrict conversion of land for agriculture to land for construction. Chapter 2 concerns ownership of land and land use rights. The Province shall implement a land registration system in accordance with the Law. Chapter 3 makes provision for comprehensive land utilization plans to be drawn up by local governments. Chapter 4 contains provisions for the protection of farmland.

This Decree lays down detailed rules regarding the subject and content of real estate registration. It specifies one by one rights and facts that must or may be registered on property records. This Ordinance relates to lands alienated by the Crown which are abandoned by their owners. The Government Agent publishes notices calling upon owners of abandoned land to prefer their claims (sect. 2). Every notice must be published in the Gazette (sect. 2). Where no claim is made in pursuance of such a notice, the Government Agent shall report to the Minister in order to make an order of resumption by the State (sect. 3). There are further provisions concerning the procedures for claims, power of Government Agents and penalties relevant to the Act.

The Regional Act regulates the reclamation of lands in order to: (a) protect the soil and the hydrogeological balance; (b) encourage the rational use of agricultural surfaces. Article 2 gives the definition, on the one hand, of uncultivated or abandoned lands and, on the other hand, of lands insufficiently cultivated.

The aims pursued by this Regional Act are the restoration of uncultivated or abandoned lands as well as insufficiently cultivated lands for production purposes and for the conservation of the hydrogeological balance. The Entity for the Agricultural Development (E.S.A.P.) of the Piemonte Region shall determine the abandoned zones that are likely to be used for the purposes specified by article 1 of Act No. 440 of 4 August 1978. Article 3 of this Act concerns the census on uncultivated and abandoned lands, which shall be performed by the E.S.A.P.

The Regional Act lays down particular provisions for implementing Act No. 440 of 1978 in matter of reallotment of abandoned and uncultivated lands, with a view to achieving the full and proper use of agricultural lands. The Regional Act consists of fourteen articles. Article 2 sets out the criteria intended to determine lands insufficiently cultivated falling within the regional territory. The Regional Council shall establish which zones are to be considered abandoned or uncultivated, taking into account the safeguarding of hydrogelogical balances and environmental protection requirements.

The present Regional Act lays down provisions in matter of abandoned lands, uncultivated lands and lands which are insufficiently cultivated, so as to ensure the rational exploitation of agricultural lands falling within the Emilia Romagna Region and encourage the general agricultural development. First of all, articles 2 and 3 define the elements and criteria to be taken into account to determine the abandoned or uncultivated lands to which the present Act shall apply. The Provinces are in charge of the census and classification of lands.
