The publication focuses on participatory processes and their management, and presents a broad range of concrete experience with different tools. It is assumed that the reader is already familiar with the use of tools like PRA/PLA/PME and is now interested in second generation issues related to project design, training and measurement of impact associated with the use of participatory processes. World Bank Group President, James Wolfensohn addressed the Board of Governors. In the past year the Bank launched a new initiative—the Comprehensive Development Framework (CDF). The aim was to bring the social and the structural aspects of development together with the macroeconomic and the financial so as to establish a much more balanced and effective approach. The Bank will work with the broad development community—the United Nations, the European Union, bilaterals, regional development banks, civil society, and the private sector—to build genuine partnerships.

Empowerment of the poor is one ingredient in effective poverty reduction. A demand-driven participatory approach enhances effectiveness and efficiency. Accountability is the central lever for participatory governance. Capacity building is necessary for making participatory governance a reality.

Describes (1) the processes of privatization of land management in selected transition countries and (2) the post-privatization changes in land administration institutions which are being crafted to establish land markets. It begins with the proposition that there are similar land market institutional problems which most "transition" countries are facing, due largely to common experiences in creating command economies during the past 50-80 years and the almost simultaneous decisions of these countries to move toward market political economies in the late 1980s and early 1990s.
