Sustainable and equitable growth in farmer-led irrigation in Sub-Saharan Africa: what will it take?

The rapid development of farmer-led irrigation is increasing agricultural productivity, incomes, employment and nutrition, but it might well not achieve its full potential. Small-scale irrigators tend to be younger, male and better-off. Women and resource-poor farmers – the majority of farmers in sub-Saharan Africa– are disadvantaged and often excluded from the numerous benefits to be gained from irrigation.

Haiti enjoys a dynamic partnership with FAO, which has been present in the country since 1978. FAO interventions have focused on food security and nutrition through support to the formulation of agricultural policies and the implementation of development programmes. In recent years, cooperation has centred on emergency agricultural assistance, although there is now a definite return to development programmes. The emphasis is on agricultural value chains, watershed management and development, and resilience building in the face of climate change.

Long before opening a country office in Santo Domingo in 1979, FAO provided technical and financial assistance to the Dominican Republic to boost development of its agriculture, fisheries and forestry sectors. Over the years, the Organization has implemented a large number of interventions covering a wide range of areas, including food security and nutrition, plant and animal health, sustainable natural resource use, forest management and institutional development.

These learning modules provide training material for Indigenous Peoples’ and local communities’ advocates on how to operationalise benefit-sharing and concluding benefit-sharing agreements. As climate change makes precipitation shocks more common, policymakers are becoming increasingly interested in protecting food systems and nutrition outcomes from the damaging effects of droughts and floods (Wheeler and von Braun, 2013). Increasing the resilience of nutrition and food security outcomes is especially critical throughout agrarian parts of the developing world, where human subsistence and well-being are directly affected by local rainfall.

This policy paper focuses on the environmental challenges of sustainable development issues with particular attention to natural resource management, environment and climate change in the food and agriculture sector (including crops, livestock, fisheries and forestry). FAO’s agriculture, fisheries, forestry and technical assistance programmes provide considerable resources to assist member countries promote conservation, sustainable use and management of natural resources and to reduce the risks associated with climate extremes as well as resilience building.
