This report responds to a request from the Government of Timor-Leste (GoTL) and Dr. Mari Alkatiri. The request was for World Bank assistance to collaborate on a range of studies relating to opportunities in the special economic zone, including community development, trade and competitiveness, and regional integration. The analysis builds on a situation analysis prepared by the Zona Especial de Economia Social de Mercado (ZEESM) authority in March 2014.
This paper studies the effects of
differences in local administrative burdens in Italy in the
years 2005–2007 preceding a major reform that sped up firm
registration procedures. Combining regulatory data from a
survey on Italian provinces before the reform (costs and
time to start a business) with industry-level entry rates of
limited liability firms, it explores the effects of
regulatory barriers on the average of the annual entry rates
It has been frequently argued that women’s access to and control over land can potentially lead to greater gender equitability alongside addressing material deprivation. Gender equality today is considered one of the crucial premises for economic and social development as well as women’s empowerment as recognized in the MDGs and SDGs.

Based on current research in eastern Uganda, looks at inter-family conflicts over land, many of which go unresolved for years. Some fear that titling will lead to future dispossession as titled land is easier to sell. Such small-scale disputes do not drive the research and media agenda but represent the vast majority of conflicts over land in Africa.
This paper investigates how land size
measurements vary across three common land measurement
methods (farmer estimated, Global Positioning System (GPS),
and compass and rope), and the effect of land size
measurement error on the inverse farm size relationship and
input demand functions. The analysis utilizes plot-level
data from the second wave of the Nigeria General Household
Survey Panel, as well as a supplementary land validation
The most difficult water resources management challenge in the Ganges Basin is the imbalance between water demand and seasonal availability. More than 80 % of the annual flow in the Ganges River occurs during the 4-month monsoon, resulting in widespread flooding. During the rest of the year, irrigation, navigation, and ecosystems suffer because of water scarcity. Storage of monsoonal flow for utilization during the dry season is one approach to mitigating these problems.
Agricultural water management projects
that take an inclusive, participatory gendersensitive
approach at all levels of the project
cycle help increase project effectiveness and
improve account of livelihood concerns of
women and the rural poor. Participatory
planning methods; creation of genderspecific
indicators; continuous monitoring;
and beneficiary-led impact assessment are
key features of this approach.
