In September 2011, residents of Je--- village, Kawkareik Township told KHRG that they feared soldiers under Tatmadaw Border Guard Battalion #1022 and LIBs #355 and #546 would soon complete the confiscation of approximately 500 acres of land in their community in order to develop a large camp for Battalion #1022 and homes for soldiers' families. According to the villagers, the area has already been surveyed and the Je--- village head has informed local plantation and paddy farm owners whose lands are to be confiscated.

This fact finding is based on one of the claims of a group of peri-urban dwellers in Kimere, Mapinga village in Bagamoyo District, whose land they claim have been invaded by one of the well connected elite with a view to assist them register their rights only to realise later on that he was playing a tricky game to own their land.

This report is in relation to a study on the Land Tenure and Livelihood Issues in the Albertine Graben Region. The study was carried out in three districts of Amuru Buliisa and Hoima. The study specifically focused on tenurial arrangements and land transactions in the region. The ultimate outcome of this study will be drawing of policy issues for policy engagement and dialogue towards a comprehensive policy direction to land governance in the Albertine Graben.

More than 200 years after its Örst publication, the Malthusian thesis is still much debated, albeit in a modiÖed form. Rather than predicting a global catastrophe, most neo-Malthusians stress the local character of the relationship between population pressure, natural resource scarcity, and conáict as well as its dependency on the socio-political and economic context. This softened version of Malthusíthesis has received little empirical support in cross-country studies.

On 27th August 2010, Kenya’s new constitution was promulgated. This set in place a process of implementation through the enactment of different legislations and setting up of new institutional frameworks as envisaged in the new constitutional dispensation. For the land sector, far reaching legal and institutional reforms are envisaged in Chapter 5 of the constitution. The Chapter on Land and Environment also lays out broad principles through which land and the environment shall be managed.
