This Proclamation introduces a general land reform in Eritrea by formulating new rules respecting land tenure and land use. This Act concerns the establishment of the Kathmandu Valley Development Authority, whose functions shall pertain to land use planning, the development in land-use areas and the prescription of methods of construction works, the formulation and implementation for the development and maintenance of cultural heritage, the protection and conservation of the environment and natural resources. Subsequent sections establish all the powers given to the Authority in connection with its functions.

This Act lays down detailed provisions to implement the Act on the relations of ownership of land and other agrarian property. In particular, it defines the competences and tasks of the Czech Republic administrative authorities, with specific regard to those pertaining to the Ministry of Agriculture.

A new Part (VIA) on easements is inserted. An "easement" is defined in section 112A as "a right annexed to land to utilise other land of different ownership in a particular manner (not involving the taking of any part of the natural produce of that land or of that land or of any part of its soil) or to prevent the owner of the other land from utilising his land in a particular manner". The same section declares the following rights of easements permissible: (a) right of way; (b) right to convey water; (c) right to drain water; (d) right to drain sewage.

Section 3 prescribes that no person shall explore, prospect or mine for petroleum except by virtue of an exploration licence or a petroleum agreement issued or entered into the provisions of this Act. Any person desirous of exploring, prospecting or mining for petroleum may apply to His Majesty in Council for an exploration licence or a petroleum agreement in respect of any area of land. Section 5 sets out the manner in which application may be made. His Majesty in Council may issue in respect of the same area of land more than one exploration licence.

The Law provides for the institution of the protected Cultural Zones in the Siem Reap/Angkor Region and it promulgates the Guidelines for their management.

This Law is composed of 6 Chapters divided into 34 articles. Chapter I deals with terms and definitions. Chapter II provides for ownership expropriation steps and measures, estimation measures and compensation and complaint. Chapter III refers to provisions related to the temporary taking possession of lands. Chapter IV pertains to provisions related to the compensation for large areas. Chapter V deals with ownership expropriation of zones and quarters. Chapter VI contains concluding and transitory provisions.

This Decree-Law regulates the right of use of expropriated lands according to Agricultural Reform. It consists of 4 chapters establishing provisions for exploiting agricultural lands (including expropriated lands).
