The present Regulations enact the Land Registration Act. The Regulations lay down comprehensive provisions relating to the registration of land. Minor Amendment of paragraph 2, with the sibstitution in the text of the period 12 months with 3 years.The functions of the Authority include to optimize land resources and to provide secure and effective registration systems for transactions relating to land in Singapore. The Authority shall also manage and maintain the cadastre survey system as a foundation for land title as well as advising the government on matters relating to land survey, tenure, ownership and disposition. The Authority has the power to direct for the purpose of discharging its functions under this Act (sect. 7).
This Ministerial Decree establishes the modalities of keeping the state land cadastre, land registration and granting access to information thereof. The purpose of keeping the state land cadastre shall be to provide the state institutions, natural and legal persons with general information on land and on particular plots of land. Registration and storage data unit shall be the information on a single detached plot of land. The cadastre shall contain data on landowners and land tenants.
The President decrees to abolish the State Committee for Land Policy and the Federal Forest Service. By the same Decree the President decrees to establish Federal Land Cadastre Service as having acquired a part of the functions of the abolished State Committee for Land Policy. The Presidential Decree sanctions to transfer to the Ministry of Natural Resources functions of the abolished Federal Forest Service. This Decree sanctions also to transform the Ministry of Agriculture and Food into the Ministry of Agriculture.
The Government decrees that the Ministry on Land Policy, Construction and Living Facilities (MINZEMSTROJ) has the status of a Federal Authority responsible for the carrying out and coordination of the unitary state policy in the field of land relationship, construction, geodetic and map-making service, architecture, urban development, land registration and valuation.
The present Decree enforces federal legislation on the subject. In particular, article 1 establishes that the federal law determines the content and requirements of cadastral surveying.
