Nowadays, government transparency is one of the fundamental principles of functioning of the rule of law, in which participation of the public in the formulation and implementation of public policy and its impact on all stages of decision-making and public access to the full objective and reliable information held by authorities should be provided.

The interaction with the public is a key in the Association Agreement between Ukraine and the European Union, which is prepared to the signing and implementation.

The article is devoted to the problems related to the reform of land management from the beginning of the land reform ill the presentine. This need has arisen due to making another attempt to reorganize the structure of the land structures. Effective management of agricultural production in the Polesie Ukraine traditionally was complicated through the low natural land fertility, their high acidity, perevolotsky valley. During the centrally planned economic system that the natural contrast of the Polesie land had been somewhat neglected by the state through differentiation of purchase prices for agricultural products, which gave the possibility of redistribution of the rent in favor of the farms with poorer land.

Le présent décret fixe les règles de procédure applicables à l’enregistrement des biens immeubles domaniaux. Article 1 shall be amended to add the following wording: “Leaseholder of a plot of agricultural land pertaining to public or municipal ownership shall have the right of purchase of such plot of land in ownership in case the right of lease originates from conversion of permanent (open-ended) tenancy or life-long hereditary possession of such plot of land to lease, at the cost equal to 15 percent of its cadastre value”.

Le présent décret régit les transactions immobilières privées (la vente, la cession gratuite ou l’échange d'un immeuble entre particuliers). Toute transaction immobilière d’un immeuble ne peut faire l'objet de transaction par parcelles qu'après un lotissement approuve conformément à la règlementation en vigueur. Toute personne privée désirant entreprendre une transaction immobilière saisit le service départemental du cadastre territorialement compétent d'une demande de bornage de la parcelle concernée.

Le présent décret fixe les modalités d'organisation et de fonctionnement de la commission consultative en matière foncière et domaniale, organe collégial chargé d'assister les autorités compétentes dans le cadre de la gestion du domaine national.

La presente Resolución aprueba la relación de procedimientos administrativos y servicios derivados de la actividad catastral a cargo de las Direcciones Regionales de Agricultura de los Gobiernos Regionales a los que se ha transferido la función de saneamiento físico legal de la propiedad agraria, incluyendo su denominación, plazo máximo de atención y requisitos máximos para cada procedimiento.

This Regulation sets forth principles and procedures of works and operations regarding private and public forests. This Regulation includes provisions on management and conservation of private and public forests, forest cadastre, forest planning, inspection, environmental impact assessment, as well as permit processes for works and operations regarding private and public forests.
