From forest clearing to landslides, then private claims to ownership, and with diversion of streams causing new landslides, a progression of environmental crises is tracked over time. The paper provides a timeline of 23 major events affecting the health of Rupa Lake and its wetlands (1952-2005). By 1986 government efforts were launched to control flooding and landslides, building check dams and planting trees. A Community Forestry Program to support local ownership and control of forests was begun.

El escaso valor del bosque en pie determina que los usuarios del recurso prioricen estas actividades frente a un uso sustentable del mismo, el cual sólo será competitivo a través de su valorización. El objetivo de este trabajo es valorar a través del cambio en productividad, un modelo de producción forestal sustentable.

The general principle of this Policy is to determine responsibilities of the State, landowners and land users in the fields of sustainable rural development, land management, protection of natural resources, having regard to biophysical, cultural, social and commercial factors.Technical, institutional and legal framework will be strengthened and assessment will be carried out on agricultural land, pastures and forests to ensure efficient land use.
