Over the last decade, following the doi moi reforms, the Vietnamese government has formally recognised the household as the basic unit of production and allocated land use rights to households. Under the 1993 Land Law these rights can be transferred, exchanged, leased, inherited, and mortgaged. A land market is emerging in Vietnam but is still constrained for various reasons. Additionally, lack of flexibility of land use is an issue.

This study reconstructs the process of land redistribution in an indigenous region of Chiapas, the Tojolabal Highlands, situated between the better known Central Highlands and the Lacandona Rainforest. Until 1930 this region was dominated by large private estates or fincas , owned by families from Comitán. Usually 3000 ha in size, these fincas were dedicated to cattle ranching and some agriculture.

This paper discusses the role of FAO support to the Government of Mozambiques Land Commission since 1995, through three consecutive projects. While each has had a relatively short duration, all have been planned and implemented within a single conceptual framework with a much longer time horizon. This has allowed a difficult and complex issue to be progressively developed and nurtured within a realistic time scale, while building up a strong sense of national ownership of the process.
