The Cambodian government allowed 1,204,750 hectares as economic land concession (ELC) to 118 local and international companies. Global Witness reported that 2.6 million ha had been given in 272 ELCs, mainly for rubber plantations. Many concessionaires do not comply with their contracts, nor with existing land and forest laws. Government revenues from timber exports are extremely low. Deforestation, and removal of luxury timbers has increased dramatically. Land concessions rob local communities of their income from non-timber forest products.

The meeting began with the adoption of the draft report on the budget vote 39, where a number of small issues were raised, including typos and minor amendments. The main thrust of the changes was that the Land Claims Court should be given greater priority, and a policy needed to be put in place to help with alleviating the bottlenecks in these courts. The adoption of the report became heated when the DA abstained from approving it, even though they had been a part of the process from the beginning.

The Misallocation of Land and Other Factors of Production in India

This paper quantifies the misallocation of manufacturing output and factors of production between establishments across Indian districts during 1989-2010. It first distills a number of stylized facts about misallocation in India, and demonstrates the validity of misallocation metrics by connecting them to regulatory changes in India that affected real property. With this background, the study next quantifies the implications and determinants of factor and output misallocation.

With the Minister of Public Works in attendance, the Deputy Minister gave a briefing on the Expropriation Bill (B4-2015). He said that expropriation is an essential mechanism for the state to acquire property in certain instances. Section 25 of the Constitution provides that property may be expropriated only in terms of general application and to that no law may permit arbitrary deprivation of property. The Constitution states that expropriation may occur only for a public purpose or in the public interest and subject to payment of compensation.

The Committee was briefed by the Department of Rural Development and Land Reform (DRDLR) on its Annual Performance Plan for 2015/16, with the Minister and Deputy Minister in attendance. Due to the complexity of the agrarian transformation space, the DRDLR had developed a rural economy transformation model which would be implemented through the Agrarian Transformation System.

While the Committee was waiting for delegates from the Departments of Rural Development and Land Reform (DRDLR) and Environmental Affairs (DEA) to arrive, it had time to engage on other matters which were not on the agenda. Members were told the Committee had received a late invitation from the DRDLR to attend an indaba in Johannesburg on March 20. They agreed to seek more details on the event before deciding whether Members should attend. Minutes of the February 24 meeting were adopted without any corrections.
