The purpose of this Chapter is to provide for proper development planning so as to safeguard public health, the environment and economic growth and well-being in American Samoa. There shall be a Zoning Board. In order to carry out the purposes and provisions of this Chapter, areas within the territory of Samoa are divided into ten zones, amongst others, an Agricultural Zone, a Watershed Conservation Zone and a Recreation Conservation Zone. For each zone permitted activities are specified.

This Act establishes land use planning for industrial establishment. It consists of 14 articles defining different industrial areas and laying down the requirements to be met in order to perform industrial activity. It also concerns preventive measures to be applied by Federal Power in order protect natural environment and establishes competent authority entitled for carrying out controls on these industries and issuing the authorization for performing their activity.

Cette loi établit le régime relatif à la protection des terres agricoles, c'est à dire celles classées comme telles dans les plans d'aménagement et celles présentant des potentialités physiques et affectées à une production agricole forestière ou pastorale. Ces terres sont réparties en trois zones, à savoir: zone d'interdiction, zone de sauvegarde et zones soumises à autorisation.

This Ordinance regulates the alienation of State land. For this purpose, it makes provision for the appointment of a Land Commissioner who shall be responsible for the general supervision and control of all Government Agents and land officers in the administration of State land and in the exercise of the powers conferred upon them by the Ordinance.Chapter IV establishes conditions and principles governing the alienation by permit or grant and the criteria for the calculation of the annual payment.

Cette loi modifie certains articles du décret-loi portant les dispositions relatives à l'aménagement urbain et du territoire. Il s'agit notamment des articles 21, 26 et 37. Le premier est relatif aux plans régionaux d'aménagement, où figurent l'affectation dominante des zones principales de la région, en fonction, notamment, de leur aptitude culturale, pastorale, forestière, urbaine ou industrielle; les emplacements approximatifs réservés aux principaux équipements d'intérêt régional et le tracé approximatif des voies et communications.

A National Scenic Area is established and certain areas of the Area are designated as special management areas under section 4. A Columbia River Gorge Commission, which is a regional agency, shall be established by way of an interstate agreement between the States of Oregon and Washington. The Commission shall prepare a scenic area management plan under section 6. The Commission shall also develop land use designations within 2 years of its establishment. Sections 7 and 8 provide for the administration of the Scenic Area and the special management areas. (18 sections)

La présente loi a pour but de favoriser et d'encourager les entreprises collectives et individuelles visant à améliorer le sol, à en assurer l'utilisation judicieuse, à en faciliter l'exploitation et à le préserver des dégâts que pourraient causer les phénomènes naturels. Les améliorations foncières peuvent être entreprises par des particuliers ou par des collectivités de droit public ou privé.

Cette ordonnance est relative à la protection, la sauvegarde et la conservation du patrimoine national. Le ministère chargé de la protection du patrimoine national, prend les mesures générales propres à assurer la conservation et la protection des biens, objets de la présente ordonnance en collaboration avec les différents ministères concernés et les Collectivités décentralisées. En vue d’assurer la sauvegarde, la protection et la conservation totale ou partielle du Patrimoine national, l’Etat peut ordonner l’inscription sur l’inventaire national des biens.

Il est créé en application de l'article 32 de la loi n. 3/81 susvisée, une brigade spéciale d'urbanisme et de la construction (BSUC), dans chacune des agglomérations visées à l'alinéa 2 de l'article 28 de la loi précitée ainsi que dans les parties du territoire à préserver qui présentent un intérêt touristique, culturel ou historique conformément aux dispositions du titre III de la même loi. La brigade spéciale d'urbanisme et de la construction est chargée de la constatation des infractions aux règlements d'urbanisme tels qu'ils sont fixés dans la loi n.

La présente loi fixe le cadre de la réglementation destinée à permettre un développement harmonieux et rationnel des agglomérations et d'assurer la sécurité et le bien-être des habitants.

This Law provides for urban land subdivision. It consists of 10 Chapters specifying urban land subdivision requirements, divided as follows: Definitions (Chap. 1); Urban land requirements (2); Subdivision planning (3-5); Land registration (6); Contracts (7); General provisions (8); Penalties (9); Final provisions (10).

The Act aims to ensure that the country's land and natural resources are exploited on the basis of social protection and development, by promoting local development, employment and business activities and by monitoring air, water, soil and noise pollution. It sets rules on safety and security standards through a National Planning Committee responsible for providing a summary of land planning projects with the specification of the planning’s objectives.
