A report of the proceedings of the October 2001 regional consultation on the above theme, the document explains the urgent need for arresting and reversing the decline in investment in land and water development in Asia-Pacific countries. Land and water investment priorities include coping with worsening land degradation, increasing productivity of the region’s large rainfed areas and modernising wasteful water delivery and irrigation systems.

The world is witnessing a period in its history when the increasing socio-political upheavals are taking the lives of thousands, and destroying the natural wealth of our planet. Poverty and food insecurity are two key forces driving this destruction. These ongoing problems compound those already being posed by an increasing shortage of water, scarcity of productive land, an expanding population, and the threat of global warming.

Global

"... Based on a global model of supply and demand for food and water, this report shows that if current water policies continue, farmers will indeed find it difficult to meet the world’s food needs. Hardest hit will be the world’s poorest people. The results from the model used in this report also show the consequences of changing the course of water policy. Further inattention to water-related investments and policies will produce a severe water crisis, which will lead in turn to a food crisis.

Global

This paper examines future prospects for rainfed cereal production, and its importance in the evolving global food system. First, the paper undertakes a critical synthesis of the literature to assess three primary ways to enhance rainfed cereal yields: increasing effective rainfall use through improved water management, particularly water harvesting; increasing crop yields in rainfed areas through agricultural research; and reforming policies and increasing investments in rainfed areas.

The worsening degradation of natural resources urgently requires the adoption of more sustainable management practices. This need has led to growing interest and investment in monitoring systems for tracking the condition of natural resources. This study is concerned with the design of monitoring systems that have direct relevance for the management of natural resources. We call these Policy Relevant Monitoring Systems (PRMS). Such systems have several key characteristics.
