This Decree sets forth that the Council of Ministers declares that Mara and Musalla area in Central district in Adıyaman, to be an area under risk of natural disasters, based on Article 2 of Law No. 6306 on restructuring of areas under risk of natural disasters, upon request of the Ministry of Environment and Urbanization.

The purpose of this Law is the establishment of market oriented conditions in the agricultural sector based on private ownership. This Decree sets forth the modalities of land tenure of rural inhabited areas, in particular establishing land-use planning guidelines related to residential construction and provision of urban amenities. Expropriation and allotment of land of rural inhabited areas shall be performed by decision of local government. Land tenure and development of rural inhabited areas shall be performed in conformity with land-use planning scheme.
